Public consultation invites contributions to an independent digital rights charter

An 18-article proposal invites citizens, researchers and civil society to suggest concrete improvements by 17 November 2026.

BOURGOIN-JALLIEU, France, 20 October 2026, Jacques-Louis Kreiss / The Rebel Marketer is inviting international contributions to an independent Universal Charter of Fundamental Digital Rights of the Human Being. Published in English and French on 18 October, the proposed Charter sets out eighteen safeguards for human dignity in a world shaped by digital platforms, networks and artificial intelligence. The consultation runs until 17 November 2026.

The invitation asks participants to choose one article, identify an omission or conflict, and suggest a specific amendment. A single useful contribution is enough. Lawyers, civil-society organisations, researchers, disability and youth advocates, technology professionals and interested citizens are invited to take part. Respectful disagreement is welcome.

The proposal addresses practical questions: how can people challenge a consequential digital decision, recover portable data after losing access to a service, or reach an essential public benefit when they cannot use a digital-only channel? Its provisions cover meaningful access, fair digital process, freedom of expression, cognitive autonomy, privacy, communications security, accountability for automated decisions and effective remedies.

It also considers children's rights, accessibility, ecological impacts and the participation of affected communities. These protections are framed together with proportionality, legitimate safety needs and the equal rights of others. The proposal does not call for an unconditional obligation on private publishers to host every expression.

The Charter is an independent civic proposal and an ideal toward which laws, technologies and institutions could evolve. It is not a treaty, enacted law or official international declaration. No UN or government endorsement is claimed, and independent external legal review remains to be conducted. The text was prepared with AI drafting assistance under the direction of Jacques-Louis Kreiss.
