EU icebreaker plans must be matched by action against Russian Arctic LNG

European leaders have opened the door to potential joint procurement of icebreakers following the European Arctic Summit in Rovaniemi.

EU foreign policy chief Kaja Kallas also confirmed that a new EU Arctic Strategy will be presented later in October. It will place security at its core and include concrete projects intended to strengthen Europe's presence in the region.

The European Commission said the strategy would focus on peace and security, economic development and Arctic communities, with climate policy running across each priority.

Sanctions campaigners welcomed the shift towards practical action but warned that the strategy must address the specialised Russian tanker fleet carrying Yamal LNG through the Arctic.

Alexander Kirk, Sanctions Campaigners at Urgewald, said:

"European leaders discussing the purchase of icebreakers shows that they understand Arctic security depends on vessels, infrastructure and the ability to operate in extreme conditions. The same logic must now be applied to Russia's Arc7 tanker fleet.

"Russia's Yamal LNG project depends on 14 specialised Arc7 tankers to export gas throughout the year. European ports and maritime service providers continue to support this fleet, while EU demand has helped Yamal LNG enjoy a bumper year.

"The EU paid an estimated €7.3 billion for Yamal LNG in just over eight months of 2026, already exceeding the estimated total for the whole of 2025.

"It would be a glaring contradiction for Europe to invest in its own Arctic fleet while continuing to provide the money, port access and maritime services sustaining Russia's fleet.

"The new EU Arctic Strategy and the 22nd sanctions package should end imports of Russian LNG, list the 14 Arc7 tankers serving Yamal and restrict the maintenance and maritime services keeping them operational.

"Europe's new Arctic ambitions must include action against the energy trade helping Russia expand its influence across the region."
