AOCEMS Sets Out Pan-African Vision to Transform Environmental Monitoring Through Real-Time Technology

United Platform Solutions outlines its AOCEMS vision for real-time, continuous emissions monitoring across Africa, building on launched programmes in Kenya and Tanzania and plans in Nigeria.

Dubai, UAE, October 10, 2026: United Platform Solutions (UPS), a climate technology company, has outlined its long-term vision for the Africa Online Continuous Emission Monitoring System (AOCEMS): an interconnected network of national environmental monitoring programmes designed to support cleaner industry, stronger regulatory oversight, and healthier communities across Africa.

As industrialization, urban development, transport activity, and energy demand expand, environmental authorities need reliable information about pollution sources and changing environmental conditions. AOCEMS is designed to combine connected monitoring equipment, secure data infrastructure, and intelligent analytics to help regulators and operators access more timely and actionable environmental information.

Building on National Initiatives

In Kenya, the Kenya Online Continuous Emissions Monitoring System (KOCEMS) was unveiled in March 2026 through collaboration between the National Environment Management Authority (NEMA) and UPS. The initiative supports real-time industrial pollution monitoring and digital environmental regulation.

In Tanzania, the Tanzania Online Continuous Emission Monitoring System (TOCEMS) was launched in May 2026 under the National Environment Management Council (NEMC), reflecting increasing adoption of digital environmental monitoring.

UPS is also pursuing opportunities in Nigeria, including industrial-emissions, maritime, and port-environment monitoring, and is exploring further collaborations in other African countries. These prospective programmes remain subject to appropriate agreements, regulatory priorities, and implementation decisions.

AOCEMS is designed to support continuous monitoring of industrial stack emissions, ambient air quality, water and industrial effluents, environmental noise, and pollution associated with ports and maritime operations. Compatible sensors, secure data transmission, real-time dashboards, automated alerts, and analytical reporting can help regulators identify exceedances earlier and assess environmental performance over time.

The vision is to strengthen, not replace, national regulators. Participating countries would retain their own environmental legislation, compliance authority, and data-governance responsibilities while drawing on interoperable technology standards and shared expertise where appropriate.

UPS is exploring public-private partnerships and industry-supported deployment models to help make modern monitoring infrastructure more accessible and sustainable, subject to the rules and priorities of each country.
